Acquisition of Library Materials
In accordance with Section 33.026(a)(2) of SB 13, Zapata County ISD has listed below the proposed books to be procured by the district libraries. The list is open for public review for 30 days prior to school board action.
Parents, students, and community members of Zapata County are welcome to provide comments or feedback on any of the books found on the list. All comments on the feedback form will be reviewed and considered before finalizing the purchase.
Please visit with your child’s librarian as they are the main source of information on any library materials. They will be more than happy to help and answer any questions you may have.

New Book Review and Approval Process
SB 13
A district possesses significant discretion to determine the content of its school libraries. A district must, however, exercise its discretion in a manner consistent with the First Amendment.
Students' First Amendment rights are implicated by the removal of books from the shelves of a school library. A district shall not remove materials from a library for the purpose of denying students access to ideas with which the district disagrees. A district may remove materials because they are pervasively vulgar or based solely upon the educational suitability of the books in question. Bd. of Educ. v Pico, 457 U.S. 853 (1982)
Challenge of Library Materials
In accordance with Section 33.027 of SB 13 and Board Policy EFB (Local), a parent of a student enrolled in Zapata CISD, a Zapata CISD employee, or a Zapata CISD resident may submit to the district a written challenge to any library material in the catalog of a school library using the form below.
